Six Horses Seized in Andover

Animals were emaciated and lacking proper feed, water and shelter.

The Connecticut Department of Agriculture, with the assistance of the Connecticut State Police, executed a search and seizure warrant at 330 Hebron Road in Andover on Friday, which resulted in six horses being taken into state custody.

An investigation by the Department of Agriculture's Animal Control Division found that six horses owned by James Hemond of the above address were being kept in debris-filled paddocks and pastures, causing injury to the horses. The horses were emaciated and lacking proper feed, water and shelter.

"In cases such as these, the priority is getting the animals the care they need," state Agriculture Commissioner Steven K. Reviczky said in a press release. "The Department of Agriculture has an obligation to take custody of these animals to ensure their protection and safety."

The horses will be examined by a veterinarian and rehabilitated at the Department of Agriculture's Second Chance large animal facility, located on the grounds of the York Correctional Facility in Niantic. Once the horses are healthy, they will be found appropriate homes.
